Percy H. Pitzer
Founder & General Manager

Percy H. Pitzer has had an impactful career in correctional management and has significantly contributed to the field through his work with Creative Corrections, L.L.C., which he co-founded with his lovely wife, Sununt Pitzer in 2002. His military service during the Vietnam era and subsequent roles in correctional management showcase a strong background in leadership and innovation.

Starting with his military career, Percy served from 1968 to 1973 in the United States Army during a pivotal time. His assignments were varied, from the 14th Armory Calvary in Germany to combat duties with the 4th Infantry Division in Vietnam, and later, in a specialized role with the Army AWOL Apprehension Unit in Milwaukee. His promotion to Sergeant and the recognition he received in the form of numerous medals underline his dedication and leadership.

Transitioning from military to civilian life, Percy leveraged his leadership skills in the correctional management sector, amassing over 40 years of experience. He has held roles as Senior Warden across multiple security levels and introduced significant reforms as a Warden in the private sector. His initiatives have led to lasting changes in prison management, emphasizing innovation and improved practices that have been adopted in both private and public correctional facilities. His efforts in community service and cost reduction have also earned him national awards, reflecting his commitment to making a tangible impact in his field.

Percy’s comprehensive knowledge spans international, federal, state, and private detention and correctional operations, positioning him as a respected leader and expert in correctional management. His career reflects a blend of military discipline, strategic innovation in corrections, and a commitment to community service and operational efficiency.


Stephen Spaulding

Stephen Spaulding is the CEO of Creative Corrections and a seasoned correctional professional with 23 years of invaluable experience in correctional health care and mental health. Retired from the U.S. Public Health Service with the esteemed title of Assistant Surgeon General and the rank of Rear Admiral, Stephen’s journey began outside Annapolis, Maryland, where he grew up with the Chesapeake Bay as his backdrop.

His path to success was anything but conventional. At seventeen, he enlisted in the Navy, serving as a Hospital Corpsman aboard the USS Fairfax County 1193, where his passion for occupational therapy was ignited. Stephen’s pursuit of higher education took him from California, where he attended community college and worked for UPS, to Howard University in the DC area, where he delved into the world of the U.S. Public Health Service.

Upon graduating from Howard University, Stephen became a Commissioned Officer with the USPHS, later transitioning to lead Occupational Therapist at Saint Elizabeth Psychiatric Hospital. His desire for influence and impact led him to request a transfer within the Federal Bureau of Prisons (BOP), where he mastered the role of Health Services Administrator.

Stephen’s dedication and expertise led to a series of promotions within the BOP, culminating in his appointment as the first USPHS Warden at three Federal BOP facilities. Recognized for his exceptional performance, he was promoted to Assistant Surgeon General with the rank of Rear Admiral, a testament to his leadership and commitment to excellence.

Behind Stephen’s remarkable career is his unwavering support system – his co-pilot of over twenty-five years, Debby, and their three sons. Together, they embark on the next chapter of their journey as co-owners of Creative Corrections, guided by the mantra, “LEAP and the net will appear.”


Jeanine Hadnot

Jeanine Hadnot, who joined Creative Corrections in 2007, currently manages the affairs of the company serving as the President and the Facility Security Officer. With a strong background in corrections, Jeanine brings over 10 years of experience from her tenure with the Texas Department of Criminal Justice. She holds a degree in business management and has more than 5 years of experience providing oversight to a juvenile residential treatment facility. Jeanine has been pivotal in developing and generating business in local, state, and federal arenas, demonstrating a deep commitment to the company’s mission.

Jeanine has led our corporate team of skilled professionals for more than a decade, guiding us in delivering innovative and effective solutions to provide integrity-driven inspections and exceptionally qualified Subject Matter Experts for our customers.  Her expertise spans over 16 years in business development, proposal writing, and operational oversight. Most recently her invaluable expertise to Creative Corrections was her oversight of the successful acquisition of ISO 17020:2012 accreditation.  Her background in corrections, business administration, and theology provides a unique perspective that fuels her passion for excellence and a “failure is not an option” mentality. Through her strategic guidance and hands-on approach, Jeanine navigates the complexities of business operations, fostering a culture of continuous improvement and setting new benchmarks for operational excellence within our organization.

Carrie Johnson
Business Development

Since 1997, Carrie has worked for internationally recognized companies, serving in various capacities from Marketing & Business Development to Financial/Cost Analysis. Ms. Johnson is a knowledgeable professional possessing expertise in many levels of contract compliance and complex data analysis, establishing strategic relationships and developing project-related proposals and cost analysis. Carrie has held positions within the Conveyance and Petrochemical (Oil & Gas) industries where she honed her skills to utilize and apply contractual knowledge to the projects and proposals she helps develop and manage here at PCGI. She possesses a Computer Science Degree and is currently working at our corporate office in Beaumont, Texas. Her primary focus is the development of new business within local, state, and federal governments.
