Understaffing in Corrections: A Solvable Crisis with the Right Analysis

recent evaluation conducted by Creative Corrections LLC, a national leader in correctional consulting and operational assessments, has brought urgent attention to the impact of staffing shortages within correctional facilities. The firm’s latest staffing analyses have revealed systemic issues that, if left unaddressed, could compromise safety, operational integrity, and long-term sustainability.

According to the reports, multiple facilities evaluated experienced staffing vacancy rates exceeding 30%, with one facility reporting over 100 unfilled posts. These shortages have led to mandatory overtime, reduced supervision, and the reallocation of key support positions, placing immense pressure on remaining staff and increasing institutional risk.

Creative Corrections emphasized that escort posts, medical transport, and inmate programming supervision are among the most critically impacted areas. “Without sufficient officers to cover these essential functions, the system becomes reactive rather than preventive,” the analysis notes.

The studies also highlighted the importance of adapting shift models to improve coverage. A hybrid approach using both 8- and 12-hour shifts was recommended to balance operational demands with workforce flexibility. This model was shown to potentially reduce forced overtime while enhancing coverage during peak hours.

Additionally, staffing analysis assessments called for an updated relief factor to account for routine absences, such as sick leave, training, and FMLA. Creative Corrections observed that current relief models were outdated and underestimated the staffing needed to maintain secure and consistent operations.

“Our goal is to deliver realistic, data-driven recommendations that prioritize both safety and efficiency,” said a lead consultant with Creative Corrections. “Each facility has unique challenges, but the underlying solution is the same: a comprehensive, transparent staffing analysis that informs strategic hiring and post management.”

Beyond identifying current gaps, the firm’s evaluations served as blueprints for rebalancing staffing assignments. In several cases, non-critical posts were recommended for reassignment or consolidation, while other areas required additional personnel to meet constitutional and policy obligations—particularly in mental health and intake operations.

Creative Corrections continues to work alongside departments of corrections nationwide to strengthen facility operations through strategic assessments, policy alignment, and staffing analysis. Creative Corrections, LLC has a proven track record of problem-solving these types of staffing issues.
